can i put a damper to it ?

Yes, though I have not done so. Comes with two prepunched holes for the damper axle. For my use I applied tape over the holes, but that's overkill as the flex duct I installed also covered those holes.

8" insulated flexible duct fit on this collar?

Yes, that's what I needed and that's what I did. Nice tight fit. See my review for install steps if you need them Most important point, install the collar in its final location before installing the flex duct (otherwise you need a long arm to bend the tabs over :)

This is a "direct use" item that does not need any instructions on how to install onto a plenum box.

Well constructed, the attached ring makes it easy to seal to the duct. Trace the circle onto what your installing it to, cut out the circle, slip the tab end through and bend the tabs out (reaching through the collar) to lock the unit down. Tape the ring to the mated surface and apply mastic and let dry. Very easy, very stable. I used this with an 8x8 duct board insulated register box (which means I could not bend every tab over, but the combination was still structurally strong and a tight joint). This is a could size for a connection to flex duct. There is enough metal and there is a ridge so that with the flex duct inner liner pulled down to the ring a zip tie keeps the duct from slipping off. Tape the flex duct to the ring and tape over the zip tie, then seal the joint with mastic (repeat for the outer insulation sleeve).

Works as intended (8 inch) but i had some trouble sliding the flex all the way to the end of the collar do to a lip thats on the collar. I didnt had that problem with the 6 inch , but may be it was the flex causing the issue not the collar. Either way price its good and once its in place its all good.
