The rack by itself only extends about 6" from the wall, however, when you add the necessary hook, it ends up being about 11" from the wall.

I'm sure it means the rack is rated for 200lbs. 1200lbs would be excessive! I have five bikes on mine, three adult bikes and two children's bikes all of the mountain bike variety (read heavy). It's pretty stout as long as you have it anchored into studs I think it will be ok.
Yes, you could mount the rack on the ceiling and use it for only hanging bike tires. The hooks are approximately 5 inches long.
I mounted about a foot from the ceiling. It still leaves around 9" of space to the ceiling once the bikes are hung. There's a 700C, 26" MTB, 24", and 20" bikes hanging on it now
