The light bulb is designed to be installed with threaded part up and the LED light down. I don't know if it's safe to install it upside down because the hottest part of the light is at the top and dead bugs will be right next to the heated element potentially causing a fire.

If the White LED never turned on, its a defective LED. When you turn on your light switch, the bright LED and blue zapper should turn on together.
