Well they work for 2 inch ridgid foam insulation for walls?

Rigid foam insulation should be cut to the proper width so that it is snug, or it should be sealed in place around the edges with expanding foam. This product is for fiber glass insulation.

can these wires be cut for 17 inch on center studs

Putting insulation in the ceiling of every ThinHaus is tricky because ... well, it's the ceiling and things fall down. Especially when you need to have the inspector look things over before buttoning it up. This is how you do that and they work very well.
