No, it is not designed for it. The outside legs where they spread out have a support bar behind the top rung and you won't be able to wrap the stabilizer on it. also, the rungs are on the outside of the rail, not on the center, which is how the stabilizer is designed to fit. You could remove the outside ladder legs (essentially leaving just 3 sections) and you can technically fit the stabilizer on that extension part but you will need to trim off parts of the stabilizer flange since it is wider than the ladder interior dimensions by about 1/8 and inch.

My ladder, I use it on is a Louisville 20ft ladder.
When attached the ladder is off the wall about 1 feet plus and may not be enough to reach the gutters safely.

Not sure why you would want to put it on lower rungs? In any case, if you installed it on a rung lower than where you would be climbing, the stabilizer would become a pivot point and it may cause the ladder to become unstable.
