1) Does placing a 75 gal natural gas Rheem heater tank (330 lbs) onto this stand require a strap to secure the heater? 2) OK to install this stand directly onto a concrete basement floor (WITHOUT the screws and safety clip securing it to the floor?)

What is the height? Code requires 18 inches, but I see 16 inches on Home Depot and a few websites and 18 on others. Please confirm.
