You can call Glacier Bay Customer Service at 1-855-4345224 M-F 8am -7pm EST or Saturdays 9am-6pm EST for questions, problems or missing parts per the front page of the instructions that came with your faucet. The model number of my single handle lavatory faucet was 67732W-6001 and the Home Depot SKU is 732506--presumably yours is the same as mine or Home Depot would not have asked me if I could answer your question.
It should've come inside the packaging. If not, return the entire thing to Home depot and get a new one. That's a manufacturing packaging fail.
Can this be mounted without the deck plate?
yes if you have a single hole sink
According to the directions with the faucet it can be installed with or without the deck plate. Directions for doin either method is shown. my vanity top had 3 preexisting holes so I needed the deckplate. If your top has only one hole, then you would not need the deckplate.

Yes it comes with a drain. I might mention the drain was the easiest one I have ever installed. The new drain design with this faucet is a terrific improvement over the old ones.

How do I add length to supply lines?
You can buy the parts from any hardware store that sells plumbing parts. I have had to do this on several occasions where the supply lines were too short.
3/8x3/8 compression coupling then another supply line.
Thank you. You can visit your local Home Depot store to get a faucet supply line that can be attached to the ends of the water supply lines.
