It appears to have an electronic component to it, so yes, I believe an outlet (probably a three-pronged outlet) would likely be required.

Yes
Can you also use wood chips or just the pellets?
Pellets only in the hopper for fuel. You can use a smoke tube with chips for additional smoke.
