Why? you can use a metal connector on a plastic box just fine.
Yes. I use them all the time for running 14-3 and 12-3 UF cable to outdoor boxes. Be sure to snug-up the sealing nut though as the UF cable is ribbed and you want the rubber feed through to seal all the way around the cable jacket.

It might work but a better connector to use would be this one: https://www.homedepot.com/p/Halex-1-2-in-ACC-Non-Metallic-Strain-Relief-Cord-Connector-27693/202077093 The one you are looking at is designed for wider "romex" type cable and could let some moisture pass through. The one I suggested should seal tightly around the narrower landscape style wire.
PVC junction boxes are not meant for watertight applications, but you can use this since this connector is water-tight.
You "could" but it would defeat the purpose of being watertight. Two jacketed cables would leave gaps for water to enter and would probably not pass an electrical inspection.
