Can this wood be painted or are there other steps that need to be taken before you can paint?
This can’t be painted so get the unfinished birch.
I have used prefinished birch for cabinetry where I sanded off the poly finish from 150 then slowly down to 400 grit on the outside and sprayed the color of my choice while leaving the prefinished inside. So yes, but you must first remove the poly finish.
I ended up with some surface scratches after ripping a sheet down to size. What is the best way to remove scratches? Spray Lacquer?

Lrtty, Stability will be fine as long as it is indoors. These panels have interior glue not exterior.

I do not know. I wouldn't do that.
