Yes. It is ideal particularly if you are cutting it into strips for grade changes. As with all plywood, its a little tedious to nail into. Gluing the track would be preferred, but it is more permanent. I, however put my trains up on a seasonal basis. That means laying track and pulling it up every year. I recommend another product: 1/2 in. x 4 ft. x 8 ft. R-1.2 Sound Board Sound Barrier Sheathing This is like a thick cardboard. It holds the track nails down and yet is easy to pull up to remove or relocate. It's 1/2" and as strong as the 1/8" ply. I place cross members every 16"-12". The pulp material also deadens the sound considerably. It's a bit more expensive, but worth the versatility. Not easy to find though.
As long as you don't walk heavy in high heels, there shouldn't be a problem.

As listed as under layment, it is not considered gradable as neither side is really finish able. Plus it is not structural in nature.

My Home Depot would only cut in to 12" strips. I had some cut to 3 feet, 5 feet
