Yes, you can but 16' floor joist spans are too long without mid-span support for 2"x10" joists. Consider 2"x12" or even better like engineered wood joists designed to eliminate problems that occur with conventional wood joists. You could use it for that, but being a experienced builder, fascia board should be only 1 by lumber for several reasons, 1, it's alot lighter to work with and handle on a ladder or on the building structure your working on, another would have to be somewhat higher in pricing aswell, buying alot thicker board then needed just to keep birds out of your rafters and it's just do looks also, so I say yes, you can.. but I recommend use a cheaper , lighter, or more efficient 1in x 10in ...
