You would need 2x6's minimum, with cross bracing. 16 inch on center.

Can this be used to build a garden bed?

It's been a while since your question, but I'm still answering to help others doing research in the future. In general, you should use pressure treated lumber for any outdoor application, because it will resist rot and insect damage much longer. In a gardening application, if you want to avoid pressure treated chemicals (which are now significantly less bad than the older versions of pressure treated), you should consider using wood that is naturally more rot and insect resistant than pine. Black locust, oak, walnut are just a few examples of better-than-pine choices for outdoor applications, although you'll need to spend a lot more and find a local mill to get the best prices. Whitewood pine will work, but it won't last very long. As it rots it will turn into good soil though. I would speculate 3-5 years of useful life in white pine with ground contact. 15 years for modern treated lumber. 15-20 years for oak or walnut, and 25-40 years for black locust.

no. I would not use this to replace deck boards. You need an outdoor wood for that.

They are not 5.5" wide but 5 3/8" because of that I now have to make another 60 mile round trip and pay for 2 more. So they are cheating, dosent matter Home Depot or the mill.

( guess i should expect this) from ordering online and picking up my order packed by employees. I just didn't have the time to pick thru the pile to get all good ones.

Usually I'm able to unless the pile has already been picked through and there are only a few left. The main reason I shop at home Depot is because it is close to my home and they have a great return policy. I like that.
