Matt, Pressure-treated lumber can shrink as it dries, but the shrinkage is mainly in the width and thickness, not the length. In most cases, a 12 ft board will not become noticeably shorter, though a very slight change (fractions of an inch) is possible. For best results, leave proper spacing and allow the boards to acclimate before installing if possible.
Can this be used for floor joist spaced out 12 inches apart and with a max span of 13 feet and will it pass mrc building code

yes. the wood is treated to even be on the ground itself. there should be no problem with it.
I have always used the treated lumber for my raised garden or raised flower beds,...... It does not break down and it does not seem to interfere with any growing process.....
