Sounds like it is saprophytic mold. It’s actually a good thing! It proves there is life in the soil. Much of the success of your plants depends on the health of the microbial community in the soil they’re planted. During the composting process, we encourage the growth of some beneficial microbial species in our soils. Some of these species are fungi, they help your plants by eating any decaying organic matter and making the nutrients in it available for plants. The “mold” is a Saprophyte, which is what is naturally found on the forest floor. They play an important part in the ongoing process of decomposition of organic matter – just like in the forest. The presence of saprophytes is an indication of plenty of nutrients which help aid in pest and disease resistance and healthy plant growth. When the moisture content inside a bag of soil becomes higher than normal these fungi will gather around the inside layer of the bag. It is not harmful to humans or plants. Once the bag is opened and the soil contents are exposed to sun and air, the saprophytes will disappear.
I would just throw it out and buy a new, fresh bag. Not worth the chance. I'm no scientist, so I cannot tell you what kind of puke (as you called it) is growing inside that bag.

Our bat guano is harvested from caves housing only insectivorous bats. Our suppliers are the only two sources of OMRI/OIM approved bat guano commercially available in the US. It undergoes two processes for pathogen reduction. The raw material is dried in a dryer at 65 minutes at minimum 155° F. Once applied to our soils, it is composted for a minimum two weeks at or above 131 F, and turned 5 times to ensure all material gets consistent heat. It is not a vector for bacterial or viral pathogens. To ensure absolute safety, we get a veterinary health certificate for each load shipped to us.
The pH will range between 5.8 - 7.5.
If planting your roses in a container, Raised Bed & Potting Mix will work well for this application. If planting in the ground, we suggest mixing 50:50 - native soil with Kellogg Garden Organics Planting Mix. For either application, don't forget the fertilizer! Mix in Kellogg Garden Organics Rose & Flower granular fertilizer at the time of planting for slow release nutrients, er-applying every 5-6 weeks during the growing season. Supplement that with Kellogg Garden Organics Fish & Kelp liquid Fertilizer for immediate, plant-available nutrients. Use these two in combination for the best results with your roses.
I haven't used this for roses myself but I don't know any reason why it wouldn't.

I have gotten this pack multiple times but never actually weighed it. Not light. I can pick up and move around (in my 40's, moderately active) but it is awkward shape for taking a distance. Wheelbarrow will be your friend. The upsize is there is alot of great dirt packed in this cube
They are pretty heavy for me. If someone can move them for you, it would be best. Or keep a bag in a garden wagon or wheelbarrow, and use a spade or shovel to use.

Yes - when planting in a raised bed or pots this mix is appropriate for just about anything... I prefer to reserve this mix for my edibles because it is organic. Organic blends are not “necessary” for roses. I suggest slight modification with perlite and make sure that you have good drainage in your raised beds or pots. Roses don’t like saturated soil. I water mine on a drip system so they get water daily but are not overwatered. Additionally, I supplement with Bayer rose and flower care. It helps to feed and protect against pests and disease.
If you don't have a potting mix for roses I would use this. Everything I have planted in it does great! Originally got it for a raised bed around a tree but does great in pots also.

Raised Bed & Potting Mix will work for roses if they are planted in a container. Be sure to add Kellogg Garden Organics Rose & Flower Fertilizer when you plant your roses. Add some to the bottom of the hole and then mix in with the soil mix you are filling in with. Organic soils have a low NPK and will need the granular fertilizer to help provide nutrients once the plant has used up the available nutrients. Supplementing that with liquid Fish & Kelp Fertilizer every 2-3 weeks with your regular watering routine will provide the best results! If planting in ground we recommend using Gromulch - mixing 50:50 with your native soil. Follow the same fertilizer instructions as above.

Raised Bed & Potting Mix is ready-to-use right out of the bag. Many gardeners like to use this as their 'base mix' and add their own ingredients (like additional compost), to create their own recipe. We think this makes gardening more fun, but it is not necessary. We do recommend, regardless of the organic soil mix being used, that you add an organic granular fertilizer at the time of planting. For example, Kellogg Garden Organics Tomato, Vegetable & Herb Fertilizer should be added at the time you plant your edible plants to give plants an extended feed as they mature. Unlike synthetic soil mixes, organic soil mixes have a low NPK. Nutrients are used up by the plant and need to be replenished. edibles in particular are heavy feeders. Reapply every 5-6 weeks during the growing season to maintain vigorous plant-growth. For best results, we like to mimic what many successful organic growers do - supplement with an organic liquid fertilizer ever 2-3 weeks with your regular watering routine. This provides the best results and yield. for that size bed, you will need 20 cu. ft of soil in each bed. I recommend using 5 bags of Kellogg Garden Organics 3 cu. ft. I built nearly the same bed as you. However mine was built for Roses. The Roses I planted 2 months ago were described as flowering in late spring, well it's not late spring and here it's mid March and the bushes are full of flowers. In my bed I began by adding 3 inches of gravel across the entire bottom. This is meant to provide positive drainage, then I added 2 inches of ground cover bark Topping the bed with 2 bags of Kellogg's planter mix. What plant wouldn't love that?
We have a wonderful Soil Calculator on the Kellogg website (Kellogggarden.com) and it says you will need 22 3.0cuft bags of Raised Bed & Potting Mix to fill the space.

Math is the answer , times the length x width x height . Don't forget to multiply all factors either from inches or feet The bag is 3 cubic feet in volume, when unpacking the bags you must remember the product is compressed unlike when it's played out in your bed.so the density your applying the material determines how many bags needed. The Home depot associates in the garden area will be able to provide invaluable information to you.
