I need a projection of 5 inches from wall. I see that one rod has a 3.5 in projection. I have LOTS of different colored plastic hangers that I would like to hang on an empty curtain rod mounted above the shelf in the spare room closet.

Can these rods be mounted to the ceiling?
They are not designed for ceiling mounting. If you cannot drill holes in the wall you might be able to use angle irons on a wooden block at each end and then mount those to the ceiling with screws. Then you could use the supplied brackets to mount to the blocks you just put in. Of course that will add to the distance the rod sticks out from the wall by the thickness of the block of wood.
could the 28 inches be reduced with a saw?
Yes, the rod can be cut down to a shorter length using a saw. However, keep in mind that cutting the rod will permanently alter its length and may void any warranty. If you need a shorter rod, it might be better to purchase one that is already the correct size.
