Can this be used to connect black poly pipe to pvc drain pipe?

Can this fitting be used on a residential well between the tank and pump?
No, this is for polybutylene pipe.
Do these seal well? I'm wondering if the two barbed connectors at the top provide enough seal to prevent liquid going backwards.
They do, but when making your threaded connection, you will want to apply Plumber's or Teflon Tape to the male pipe threads. This will create a leak-proof seal with the female pipe threads.
In the description it says "For cold water irrigation use only", then in the specs it says for "Potable water". Which is it? Is this for drinking water?
No, this fitting is not for use in potable water applications since it can only be connected to PE pipe. This fitting is designed for use in cold water applications only. Apollo Blue Twister fittings are more commonly used in irrigation applications.
Can the female threaded end be connected to an outside spigot?
Yes, the female threaded (FPT) end of the 3/4 in. Barb Insert Blue Twister Polypropylene x FPT Adapter Fitting can be connected to a male-threaded outside spigot. This patented 3/4 in. Sprint Male Adapter by Apollo allows for the simple push-to-connect joining of IPS sized 100 psi polyethylene pipe (PE pipe). Simply insert the pipe to allow the state of the art gripping mechanism to grip the pipe securely against the robust, specially designed O-ring.
