If I painted a door with this in semi-gloss 1 year ago and want to repaint with the same product, does it need a bonding primer or just surface sanding before applying?

Can I use this on tile back splash in kitchen

Can this paint be used over oil base paint?
The answer from Behr was ambiguous. The question was 'can it be used over oil paint', not over a primer.
