can it be mounted in the reverse direction (with the set screw still on the bottom)?

This model KEA-17729 cannot be mounted in the reverse orientation as the Kraus logo will be upside down the the mounting set screw will be visible on the top. Is this available in left hand and right hand models
You can take the towel ring apart and flip it so you will have a right hand and left hand. There is a bolt on the back side that needs to be removed. After removing the bolt you can use the allen wrench that comes with the ring to loose the arm.

The faucet description says it doesn't come with a deck plate. How/where do you order one if one is wanted/needed? Item/model #?
