Yes, it fits over both 1/2” PEX and 1/2” CTS (copper tube size). The inner diameter of this chrome tube is 0.66” (per the manufacturer’s spec sheet). The outer diameter of 1/2” PEX and 1/2” CTS is 0.625”.

Depends on the size. It will fit over 1/2” PEX. PEX A/B/C are all dimensionally the same. The difference is the material and manufacturing process. They also share the same outer diameter as CTS (copper tube size), so 1/2” PEX has the same OD as 1/2” CTS.

No. 1/2” CPVC O.D. (outer diameter) is 0.84”. The I.D. of this decorative chrome cover tube is 0.66” (smaller than 1/2” CPVC).
This is not a pipe designed to carry fluids, so you would not use a compression fitting with it. It's a decorative piece intended to cover a 1/2" nominal (5/8" OD) copper pipe stub to give it a polished chrome appearance.
