Is the 5/8" diameter specified the diameter of the light tube itself or is it the diameter of the plastic end collar, which appears to protrude a bit beyond the light tube? My application is in an under-cabinet fixture with minimal clearance.

Can these work without a ballast? I have a few fixtures with ballasts that turn off after a few seconds and looking to just remove them. Would be nice if you had 4-packs of them.
