Should there be a noticeable difference in the two speeds? Both positions 1 and 2 sound exactly the same.

The clutch on my PCL206 drill has stopped working. The drill spins until I try to use it. Is there a way to reset the clutch or is it stripped and needs repair? I don’t have my owner’s manual for reference.
