by convention the ground is not counted as a 'conductor' so 12/2 has 3 wires (wht, blk, grn).

Can this be used for outdoors running on the ground up to a panel box using of course GFCI?

Go with something like Southwire CU/MC is better suited and is rated for outdoor use and is rated for wet location. But it is not approved for direct bury (UF-B (Copper wire), URD (Aluminum Wire*) ). Best to stick with the NEC because if you don't can come back and bite you costing a lot more money. * Remember if using Aluminum wire you have to go the next size bigger ie #12 Copper you will need #10 Aluminum.

just under 1/2". I drilled 5/8" holes thru the framing and connected to box with 3/8" FMC connectors.

This Armored Cable is 110lbs for 1,000 feet, so 250' is approx. 27.5lbs for each coil.
