Not sure what you mean by pebbly sheets. If the sheets have good adhesion, then you can with a coat of Ames Blue Max first as a primer. However, if those sheets start to peel up, it will take our product with it.
Yes, you can use Ames Safe-T-Deck for that application after you have primed the deck with Ames Blue Max.

For EPDM you would need to apply Ames Blue Max first. Blue Max is a waterproof coating but is also an excellent primer on EPDM.
