I haven't used it for window sills but I don't see why it wouldn't work well. It's a nice little router. Well made tool.
I check Bosch's web sight and they do not list a pr20evs. I am guessing it is the same if it has an adjustable speed.

It has been rebuilt, yes it is used.
This router is for light duty edge trimming. You can use it for the occasional dado and rabbet cuts but you will need to do multiple passes 1/8" at a time. Anything more would require more HP router.
A plunge base allows you to press the router bit vertically into the board and not from an edge. It usually is spring loaded to pull the bit back out. People making signs use it alot.
