AnswerWhen there is high rate of flow going through the valve, enough pressure is acted on a moving part so it is pushed against one end of the chamber to shut the gas off. In normal operation the rate of flow is not fast enough to make this happen. The valve remains open in this case.

Purchased new washer and gas dryer so I bought this universal install set for the dryer. So far, it seems to be exactly what I need, however; it's not been tested to date. We will see. But excited about it all.
