A: Yes it is painted so you would need to need to remove the paint in order to achieve good continuity. You would need also to check on it periodically to remove any rust for the same reason. Home Depot does carry ground rods which are better suited electrically for the job and cheaper, they just don't have a T-handle which you could add yourself if you have access to a welder.
