Yes, you can use it to lay cable. You step it into the ground, wiggle it to you then away from you to create a 1/2" wide trench. Move the tool and do it again 3 or 4 times, push the cable into the hole with a dowel or other blunt object and repeat. Use underground dog fence, landscape low voltage lighting wire, etc.
This is to make natural edging instead of using blocks or landscape timbers. Use it to make a narrow 'ditch' to keep the grass out of the flower beds/garden.
