This Sch 40 PVC is pressure rated up to 140°F potable water. The PVC Sch 40 with the DWV designation is not. Never test PVC with air.

The trade size of a punch or hole saw intended for 1 1/2" PVC / DWV is 2". Judging from that difference there is a 1/2" difference between the ID and the OD of the pipe. Therefore it would be safe to say that 2 1/2" would be your answer.
