You could use this kit and you would also need an additional specialty corner post to make that work.
Both mounting styles work on concrete. However, with the Fascia mount, the concrete has to be much deeper. Because of the mounting plate on the Fascia post is mounted below the walking surface, you'd need about 8 inches in total of concrete face. That is very common to find on stairs but for whole porches or patios it is less common. So for most people, the base mount is more likely to work with concrete.
All of our kits are customizable. in your case, you would order the 12' kit. Everything comes disassembled so when you go to install, you'll be able to cut the cable to the exact length it needs to be (cable comes on a spool) and the toprail comes in aluminum (cuts very easily) 6' long pieces. In your case you would just trim each piece down to a little over 5' and then connect them with the connecting sleeve we provide to make the toprail the exact length you need.
Yes! There are two things you will be cutting on site. The cable, which comes on a spool, and the toprail, which comes in 6' lengths. for a 9'11' section you would order this 10' kit. You would receive enough posts (3 with that kit) so they would be spread less than 6' apart. That is when you cut the toprails so that they reach from one post to the next. Most likely the top rails would each be cut to about 5' each.
