Hello, The procedure I have used, which has worked great for me, is as follows. After you have installed the "Back wall clips" (See ClosetMaid Preloaded Back Wall Clips for Wire Shelving (7-Pack) Model# 76610 ), install the shelf on these clips and then install the Support Bracket. Hold the shelf flush to the back wall with some support, so as to prevent if from falling down..Now, you should engage the cups in the proper place on the wire shelf (you should place supports such that they are evenly spreadout, including the Side Walls Supports (See ClosetMaid Preloaded Wall Brackets for SuperSlide Ventilated Wire Shelving Model# 26620, if you have any), and bring the shelf down so it is perpendicular (or slightly titled upwards in the front) and then place the "Support Bracket" on the wall such that it is pushing the shelf towards the front and therefore holding it taut in the "Back Wall Clips"... Mark the place for the hole for the Support Bracket. When you make the hole make it about 1/32 or 1/64 or an inch upwards... The idea is to make sure the Support Bracket is really really taut... If it is loose then you will have the problems you are facing, Not the mention, it is dangerous because the Bracket will not support the shelf and can cause overall failure... Good luck..

You've posed your question on the Home Depot site, not ClosetMaid's, and they don't actually engineer or manufacture this product. But...you're right. These brackets really shouldn't be used instead of a standard L bracket for proper support. I only rely upon them as secondary support and use a more substantial wall anchor than the one that comes in the package.
