I have not tried these on a dimmer but note that not all dimmers work with dimmable LED lights so make sure your dimmer states it will support LEDs. Believe it or not some also require a certain minimum wattage load for the dimmer to function correctly. I believe these fixtures use 17W each, so make sure to check your dimmer to see if it needs the load to be higher to function properly (ie without flickering). In general I have not had much luck dimming LED bulbs lower than say 30% brightness - they always seem to flicker to some extent.

Yes the whole thing will need replaced. Depends how familiar you are with electrical work. It’s a pretty easy job if you’ve ever wired in an outlet. To replace just one would probably take around 10-15 minutes and require wire cutters/strippers, a screw driver, and electrical tape.
Possibly the power and common could be wired backwards. Make sure black is power white is common.e
