Hi Mark, This question has been asked before, but I can answer this for you anyway: The GFCI test trip only works on grounded circuits. The tester did exactly what it is supposed to when you just plugged it in: it told you that there was an "open ground" (meaning that there isn't a ground). However, when testing for GFCI, it will not trip on an non-grounded circuit. From what I understand, the way that the tester works to check the GFCI function is that it leaks a tiny bit of electricity from the neutral to the ground ...and then measures that against the hot. Since there is no ground, there is no change to measure -and consequently, it doesn't trip the actual GFCI. As I hope you know, using a GFCI receptacle does not create an actual ground but it does provide ground fault protection. If you want the ultimate in home safety, I would suggest *also* adding an AFCI circuit breaker.

This only works when it is plugged into a receptacle. If your GFCI is defective, it may read it as if the circuit breaker were off (if the GFCI is what's stopping current from coming to the receptacle). The problem is that as soon as you take the receptacle off the wires, the wires will still be hot. You really need a voltmeter. If you're worried about the cost, don't be silly it's a lot cheaper than electrician visiting. If you're really paranoid about it, get a flashlight, turn off the main breaker, and do it with all the power off. that's a little bit ridiculous, but still cheaper than hiring an electrician.

Depends on the malfunction of your outlet. If it is broken in "test" position the tester will likely display nothing as there is no through connection.It if is in "on or reset" position it will light to show the wiring error. This will also be handy to check if you have properly installed the replacement. Make SURE to turn off the breaker that controls the outlet. You might want also purchase a non-contact voltage tester. I use the Klein Tools NCVT-1 available at HD, though there may be a more recent model. I find it indispensable. When you are SURE that you have turned off the correct breaker, plug in a known working item such as a table lamp to be SURE you're not getting current at the receptacle. Also use the Klein tester at a known good outlet to make sure you understand how it functions and that it is working. Then remove the plastic cover from the receptacle and use the voltage tester per its instructions to make sure there is no live current.
