Irene, There is a latch on the side of the tool that holds that handles closed for storage. Simply filp this latch up and it will release the handles.
You tighten the handle and then you slide the lock the lock is the little chrome metal is in the side .
No, these stay open and you squeeze it shut to use them, they will only stay shut if you use the latch to keep them closed but these are so bad it doesn't even work so stay away from these!
