Read the label on the LevelQuick 1 quart Primer. If you have non-porous surface, such as vinyl surface, porcelain, ceramic, or cement floor, do not add any water. If you have porous surface, such as driveway or concrete, you add 1 cup of Primer with 3 cups of water. That's what called 1 part of Primer to 3 Parts of water.
