Most plants and flowers that are potted should be watered from the bottom encouraging the roots to grow to where the water is to sustain healthy growth.

Can these be exposed to rain and freezing? Will freezing damage the saucer if it is full of water by expansion of ice?

If there is water in the dish and the opening is clear on the dish, the frozen water will not hurt or crack the pot or dish.

is it safe to plant vegetables in it? Is it BPA free? what kind of plastic exactly it is? there is no plastic # on it.

how do you use these pots? Fill bottom with water and keep full? Only add water on bottom when it is empty?

Slowly Soak with water from the top of the pot. Any excess water stays in the dish until the next watering. Slow soaking is better for the plant roots, slows down erosion, and prevents leeching of your good potting soil.

Snails like them!
I've had several of these planters, and I have to say that I'm ambivalent about them. While they are attractive and the price is right, the self-watering feature didn't work as well on these as on, for example, the City Pickers planters. They seemed too tall to wick properly, and when I watered from the top, they got too wet and heavy. I took the bottom trays off for better drainage, but they looked funny and tended to fall over in the wind. Vegetables didn't grow as well in them as in the City Pickers. This spring when I was getting my containers ready, I found the top edges looked like they had been rasped with a file -- in one case the rim was filed so much that it was almost detached. Apparently over the winter, the snails enjoyed eating them!
