There are no pre-drilled holes. You can make holes pretty easily with an awl. We attached the covers to the wood shingles of my house with screws and washers.
Well that is a pickle. I couldn't find a 72" long well cover, so my only thought is to buy 2 that are longer than needed, cut the ends off so they can overlap and silicone them together with rivots or staples. Depending on how picky you are with your cutting it could end up looking quite nice. Sorry, only suggestion I can think of.
I would like to lower then 10 inches
You could use brick to mimic the base of the well cover and hence build up the area the cover will site on while still keeping out the elements with the brick foundation. If you use pinterest or even just google window well covers, it should supply you with images of what I am talking about.
