A: Yes and No. It isn't fluorescent so you'll be able to see it with some light and your eyes open.

A: Although it is a bright yellow and you have either a full moon or a lot of surrounding light, the only way you are going to be able to see it at night would be with some sort of artificial light.

I'm not really sure what could be wrong with it. The caution tape was caution tape. We used it for decoration for a 3 year old birthday so our needs were perhaps not typical, but it worked well, and my mother-in-law kept asking what was wrong with my fence (nothing, party theme was decoration) so I guess she knew to be cautious of it as well!

This product is really strong

This caution tape is great, is located in a land surrounded by trees and plants with thorns, were days with strong wind and resisted. There were 3 parts that were broken, but it was my fault, not remove branches with thorns in that area, it is easy to see that it took a while for the spine to break the tape.
