Conditionally yes. They are not intended for direct exposure to the weather, but in a properly designed installation, they'd be fine. For example, I have a woodbox on my front porch with a similar hinge, can't remember if it's this particular hinge or not, but when the lid is closed, the hinge is covered by the lid which keeps the rain and ice and snow off.
