Can this be used on a garden hose to keep it from getting too hot? We want to set up an automatic waterer for our dogs but need to run a long garden hose to do it, and the hose can get hot during the summer. We don't want our dogs to only have access to hot water so we're hoping to find a way to keep the garden hose cool.

I wouldn't recommend it, for all the reasons already stated in other answers. But pool noodles are made of the same stuff (polyethylene), except way cheaper and not black.

Polyethylene is the same type of foam that POOL NOODLES are made of. It isn't toxic or anything, so if your kids are smart enough to not bite off a chunk that's big enough for them to choke on and then try to swallow it, they'll be fine. I'm chewing on a piece of it right now. It isn't very tasty.
