Greetings, Yes. I measured the inside circle of the cap. In other words the opening of the the cap. You may also want to measure the bottom of the chair leg as well. This way you can’t go wrong as well. Hope this helps.
I needed new caps for my ironing board I measured the diameter of the old cap that had cracked and fell off. Then, to be sure I measured the leg end where the cap was to be placed. Diameter was the same. That made buying the right size easy.
Buy different sizes, return the ones that don't fit

The size was perfect but, they cracked already. Don't last.
By nature, rubber is resistant to water and does provide a nice grip on most surfaces. Being used in a damp or wet environment is not going to affect the leg tips; however, I could not speak to the affect the water may have on the bath seat legs, especially if it were to become trapped between the rubber tip and chair leg.
