Hi Teresa- Thank you for your question. The lock on the caster stops the wheel from moving. The lock does not turn a swivel caster into a rigid caster. Please look at SKU 844184 Everbilt/Shepherd model #49481 for the rigid version of the 2" caster. We do not make a caster that will lock into a rigid or open to a swivel position.

Yes... All steel will eventually rust in moist environments, especially near salt water.
If you keep them out of the weather (they don't really have the right coating to prevent rust and the bearings aren't sealed) and the overall weigh of the table including whatever you put on it is less than about 200lbs, you'll probably be OK, at least for a while. I would expect rust to turn up on the metal parts. Realistically, you probably want something designed for outdoors and with a higher load rating, since generally the load isn't carried evenly on all four wheels, you want to assume only two of the wheels carry the load, especially as the table is moving. And at that point your 200 lbs is a little bit high. Plus if you end up putting more on the table than you planned, or someone sits on the edge of the table, etc, you get the idea.
The plate may be too large for a mini baby crib, but there is other sizes to choose from!
