        A:  The wheels attach with a fastener of your choice based on the application. These can be used outdoors on solid, flat surfaces only.

          A:  They attach with 4 lag bolts a piece. If you are talking outdoors like cross country, no. But for use on a patio, should work.

Two inch wheels are just to low and small to easily lock and while 4 inch wheels are easy to lock, they are often to big for the projects.               Don't rotate easily
              I purchased 52 of these to use on several projects, and while they will roll and rotate freely when in hand, several of them will not rotate once installed. Not sure if they just need lube, or are just defective, but even brand new they're not the best. Makes moving something really hard when 1/4 or 2/4 of the wheels drag instead of pivot.

                Bought these for a bathroom rolling cabinet I made. Works great on ceramic tile floor. Used 2 fixed wheels on back and 2 swivel with brakes for the front. Cabinet is 6 feet tall, 12" deep and 30 inches wide. Slides in next to stacked washer and dryer.
