Hi Janet that's a good question-First identify the highest and lowest points of your surface along the travel path, then mount the gate caster at a height that ensures some spring compression at the lowest surface point, and also not bottoming-out at the highest surface point.
more like 2 - 2.5 inches. Also you want to give extra play on top of it, so you might have to add some extra length to your gate to compensate the slope. One of my install compressed to about 2.5 inches and it put way too much weight on the wheel, giving it a rough roll and hard turn. Took it out and plan to reinstall it soon with more play.

The maximum compression distance of the spring is 2 inches.
As long as you mount the bracket high enough on the fence it will work fine with the 3" wheel
There is no brake mechanism
Yes the spring will compensate for variances in terrain but the only adjustment you can make it on install whdn you set the spring height.
