Since these are plastic, are they designed for & safe to use with heating as well as AC?
Yes
I've replaced many of my old squeaky metal ones with these. They hold up very well and no issue with heating and a/c, they are designed for that system. Used on both carpet and hardwood flooring.

Can the louvers be adjusted to point in one direction only...for air to blow away from the wall completely. I don't want it blowing towards the wall or up inside my curtains, wasting electricity.

Hello RandallM, 1-Way throw means that the air leaving the registers is only directed in one direction, in this case up.
Im guessing it means on this item that you can direct the air one way. Left or right. Not both. But I am no expert :-)
Is the measurement the outside perimeter or the insert?
The outside Perimeter is 5 1/2" x 11 1/2", insert is 4" x 10".
Hello Jetplane1960, The nominal size that is listed for the register is the nominal vent/duct opening that the register is covering.
The measurement is the rectangle the insert goes into. In other words the size of the hole you want the vent cover to go into. Mine was exactly 4x10.
what are the outside dimensions? I need no more than 5" wide to fit my 1/4 round moulding.

Yes, it will work. The damper can be removed by using a screwdriver or other object to pry it loose.
