It looks like it is by the square keyhole, and the description indicates that it is designed to be compatible with external turning handles. We have a similar mechanism on our garage door today, and I am currently browsing for a new turn-able handle.
This latch slides through a hole in the garage door track to keep the door from being opened. It has a "release" bar to unlock, it will stay unlocked until you push the bar back through the track and engage the "lock" bar. Installation guide and instructions can be found on Home Depot.com.
