Yep, I installed one of these two years ago & am now experiencing this problem. I imagine it must have something to do with the rubber diaphragm (under the cap) & lever pin that moves thru it, too much friction? I lubed the pin & rubber diaphragm with silicone spray, did not help. Wonder if one might just purchase only the rubber diaphragm?
No, you do not need to remove the toilet tank to install this toilet repair kit.
I agree, I bought two repair kits recently and both flappers are junk. I'm very dissatisfied with the quality of this product.
The water level in the tank can be adjusted, as per the instructions. This can be done by twisting the black knob on top of the fill valve. Additionally, if you followed the installation instructions, then you cut the overflow pipe to below the level of the flush handle hole to ensure that if all else fails, the water level can never exceed that line.
Hard water? Replace valve my wife calls it the singing toilet. I have to replace mine every 2- 3 years hard water

YES and NO. The amount of water that flushes your toilet can be managed by the refill tube settings. If you are concerned about the amount of water, then fill a bucket with 1.28 gallons of water and dump it into the tank, then mark where the water line is and this will give you the approximate refill line for that specification. Then install your new repair kit and set the FILL valve to reach the water line you have marked. This will ensure that the 1.28 gpf is being reached. Not unless your toilet itself is damaged (and in that case, you'd be better off replacing the whole thing instead of just the hardware).
