Yes, this product can adhere to painted concrete walls.
FYI, Asked Co. Rep. what "Vycor® Plus flashing is not compatible with flexible PVC" meant; he stated that the adhesion side of the VP should not come into contact with PVC with plasticizers (to increase flexibility) as they will liquefy the adhesive, or that side of the VP. https://gcpat.com/en/solutions/products/vycor-weather-barrier-flashing-tapes/vycor-plus

Yes, this is thin and if placed behind Sheetrock, would not really affect it.
The exposed side is very slick plastic. Not designed to be painted or exposed to direct sun. It's very sticky stuff covered with some plastic.
Most of mine was exposed for only a few days. The vycor that was in direct sunlight for a few weeks did shrink. Cover if you can.

Extra protection is well worth it in my book, especially as a deck is not something one puts in frequently. Saw this product or something similar to it recommended in Family Handyman magazine.
I used this product when installing a new window. I seems to me to be a good quality adhesive material. The only thing being on top of an rv roof would be sun exposure maybe “melting” the properties a bit but then again that may not matter at all. Its worth a shot.
