When measuring milli-amps, do you connect the devise while the circuit is complete or interrupt the circuit?

When testing amperage you have to make your testing devise complete the circuit. Disconnect the hot/positive wire and touch the red test lead to the battery/power and touch the black test lead to the wire you disconnected. Make sure to have the circuit properly grounded.
