Answersit is mounted on the floor. The user is required to adjust the torque needed to separate the paper at the perforations without overcoming gravity. It works best when the "direction of the pull" is toward the earth/floor.

When I remodeled our bathroom last year, I removed a wall between the old shower and the toilet that had previously held the toilet paper dispenser. The new whirlpool tub and shower that I installed in place of the old shower left no convenient place for a toilet paper holder, so I built a temporary one out of 2x4's in the shape of a "T" with a chunk of 2x8 as a base to keep it upright. It has worked fine for most of a year and my wife even painted it to match the bathroom decor.
However, when I saw this Latitude II Square Free-Stamding Toilet Paper Holder in Chrome at Home Depot, I decided it was time to replace my homemade TP holder with something a bit more elegant. We've been very pleased with this attractive addition to our bathroom. It is very sturdy and functional. It was easy to assemble (one screw and a washer to attach the holder to the heavy base using the provided allen wrench.) Since the TP roll just slides over the horizontal bar it's much easier to change rolls than with the older spring-loaded style that it has replaced.

The Latitude II Square freestanding toilet paper holder is a fantastic high-end and modern European looking addition to most any bathroom! The mirror like chrome finish is flawless and the weight and scale of the base provides a sturdy foundation to prevent it from being easily tipped or knocked over. The customer service was EXCELLENT as the first one that I received was incorrectly manufactured with the female bolt that's affixed inside the perpendicular rod to the base turned at a 45 degree angle so the toilet paper roll was not in alignment to the base. One call to the company and I had a brand new, correctly manufactured, item sent to me in 2 DAYS! The manager that took my call was very helpful and also very receptive to my suggestion about investigating if it's possible to reduce the amount of styrofoam packaging that this item comes in. I highly recommend this item. Just take a look at the pictures to prove it!

Very easy to assemble out of the package. Nice chrome color. For me, the only downside is that it is so short. But that is just a personal preference. The base is sturdy and solid, seeing as how it is flat and wide. The toilet roll will slide over the end so is easy to get on. That is the other down side - when removing paper, it tends to fall off the end. And because it's so short, you are bending over more.

The freestanding Gatco toilet paper holder has a good weight to it; won't knock over so easily.
The build quality is excellent. Clean design, easy to put together.
About the only thing that you (and your significant other) should worry about is whether to hang your roll with paper over or paper under! I know, I know, but's it's these details that make relationships so fun!

This TP holder, is a class act. Packed well, minus any instructions at all, so if you have no common sense , do not buy. The box of items which are three, 'Rod', "Base", "baggie with allen wrench, screw and washer"
Correct Allen wrench included for assembly. Nice!! The base has a non skid foam bottom, once assembled the counter balance is just right. Height is good. Chrome seems substantial, the screw for the base is strong and well executed. I cranked on the screw, and it did not strip. Only drawback, is that it only holds one roll.
